Jim McGovern was elected to Congress in 1996 and is widely recognized as a tireless crusader for progress, and an unrivaled supporter for social justice and human rights around the world. He is chairman of the powerful House Rules Committee, which sets the terms for debate and amendments on most legislation. As chairman, McGovern has ended the longstanding practice of blocking amendments examining our nation’s marijuana policies from being debated on the House Floor. He is a longtime supporter of decriminalization and expanding access to medical marijuana, and supported a landmark bill passed this Congress to allow marijuana-related businesses in states with existing regulatory structures to access the banking system.

O’Keefe is the director of state policies for Marijuana Policy Project. In her current role, she manages MPP’s grassroots and direct lobbying efforts in many state legislatures. O’Keefe has played a significant role in passing more than a dozen major cannabis policy reforms, including managing MPP’s state legislative department during the legalization campaigns in Vermont and Illinois.
Bridgewater, an Iraq and Afghanistan veteran, was at the forefront of getting PTSD added to the list of qualifying conditions under the state’s Medicinal Marijuana Program. He national director for veterans outreach for M4MM; and national director of EdifyPAC and Reine Media.
McCarthy is founder and CEO of Minorities for Medical Marijuana. In 2017, McCarthy was recognized by High Times Magazine as one of the top 100 influential people in cannabis. M4MM is a nonprofit organization providing advocacy, education, training, and outreach to underserved communities.
David has been actively focused on the medical marijuana industry since 2014 when he began his involvement with efforts to formally include academic medical institutions in the Pennsylvania medical marijuana program. David believes strongly in establishing medical marijuana as a mainstream healthcare option, a long-overlooked avenue to improving lives and health outcomes. Today, David is part of the leadership team responsible for the management and oversight of the operations and investments of Ethos across the Pennsylvania, Massachusetts, Maryland, Florida, and Arizona markets. David’s main areas of responsibility with Ethos include finance, corporate strategy and development, and leading the operations of the Pennsylvania market.
Toi Hutchinson served as an Illinois Senator, representing the 40th District from 2009 to 2019. During her time in the Senate, Hutchinson championed a variety of causes including protecting women and children from violence, modernizing the state’s tax structure, and legalizing cannabis. Prior to leaving the Senate, she served as the 46th president of the National Conference of State Legislatures. Toi is an original co-sponsor of the Cannabis Regulation and Tax Act (CRTA), the most equity-centric law in the nation to legalize adult-use cannabis. The CRTA promotes equity and invests in the communities that suffered through the war on drugs, serving as a model for the legalization and decriminalization of cannabis. In 2019, former Senator Hutchinson was appointed by Governor JB Pritzker as the Senior Advisor to the Governor for Cannabis Control.
